Thank you, Hon. Temporary Deputy Chairlady. It makes sense because interest is an accrual and it should not exceed the tax liability. However, it does not make a lot of sense to have a penalty that exceeds the interest liability. That is still captured in Clause 38 in a better way. Interest accrues. So, there is a reason to put a ceiling on interest so that it does not exceed the tax liability.
