registered land that belongs to a community is, as I said, a giant leap forward in our Constitution. No matter what you say, the fact that trust lands are now held in trust by county governments--- I hope the governors and everybody else understands that those chunks of lands are only held in trust. This is a clear example of the historical tragedy of the commons theory; that, since people think that something is for the whole community, everybody tries to keep as many livestock as possible. Hon. Temporary Deputy Speaker, Article 240 is one of the greatest provisions of our Constitution. The fact that the Head of State of this country is required to provide an update on the state of security in our country, at least, once a year, is probably one of the most important provisions in our Constitution.
