Mr. Temporary Deputy Speaker, Sir, all Kenyans deserve to own land. We are all equal. We should be considered as equal citizens of this country. It is a shame that we should have individuals owning tens of thousands of acres of land, while other people go without any land. It is shameful that two or three families own a whole region in Taita- Taveta District, while there are thousands of indigenous people in that area who have no land whatsoever. Mr. Deputy Speaker, Sir, I do not think that in this time and age the Government should be in the business of renting houses. Could the Assistant Minister and the Government consider getting rid of these houses by selling them to the tenants who are already occupying them so that they can concentrate on the business of governing the country?

asked the Minister for Lands:- (a) whether he is aware that a task force was appointed a few years ago to look into the settlement of people on Plot No.284/III/MN, Kikambala Division, Bahari Constituency; and, (b) if the answer to (a) above is in the affirmative, when the sub-division of the plot will begin to settle squatters currently occupying the land.

Mr. Speaker, Sir, I think the Assistant Minister is confusing between two task forces. The task force that I am talking about was specifically appointed for this sub-division in 2002. The task force that the Assistant Minister is talking about is the one that is being implemented now. However, the reason why I brought this Question is because there is a lot of victimisation of the school that is in this plot. Mr. Temporary Deputy Speaker, Sir, I want to join my colleagues in supporting this very important Bill. I also want to congratulate the Minister for his efforts in crafting this Bill and bringing it to this House. He should, indeed, ensure that it passes. We have also been told that this proposed university will be the seventh public university in Kenya. I hope that it is not going to be the last public university to be established. Mr. Deputy Speaker, Sir, the issue of police accommodation is very urgent. We still have many police stations in this country that have mabati houses. One of them is Mtwapa Police Station which is in my constituency. Could the Assistant Minister give us an indication as to when the programme of rehabilitation of police houses will be completed, so that all police officers in this country are properly and decently accommodated?
