Mr. Speaker, Sir, most of the hotels belonging to the African Safari Club are very close to my constituency. Therefore, I have many constituents working in these hotels. My constituents have complained to me about the colonial behaviour of this hotels chain. They have complained about non-payment of salaries, mistreatment and also racial discrimination at the hotels. Could the Assistant Minister undertake to send an investigation team to the African Safari Club establishment to make sure that african workers are treated properly?

On a point of order, Mr. Speaker, Sir. I rise to seek a Ministerial Statement from the Minister for Administration and National Security, who, unfortunately is not here. I do not know who is going to be taking notes. However, the statement is in relation to the saga of a prominent broadcaster with the Kenya Television Network (KTN), Mr. Swaleh Mdoe, who was arrested last Thursday. Now that the rains have been pounding most of the places, including the Coastal area, what emergency plans does the Assistant Minister have to repair the roads that have been destroyed by rains in areas under county council jurisdictions?

In this morning Session, we October 18, 2006 PARLIAMENTARY DEBATES 2979 have had not less than five chits coming from Ministers giving reasons why they should not be here to answer Questions. This is causing a lot of delays on the list of Questions that are pending to be answered in this House. Mr. Deputy Speaker, Sir, I do not think the Minister is serious in his answer because this matter has been pending since 1983. Already, letters have been written by his officers in Coast Province. The last letter was written on 24th March, 1988, to the Director of Survey, asking him or the Commissioner of Lands to surrender and issue the deed plans so that the title deed could be issued. Mr. Deputy Speaker, Sir, that man is over 80 years old and he comes to my office every week to follow up the matter. I have been following the matter on his behalf for the last two years. The Minister cannot tell the House that certain documents have not been received at the Ministry when I submitted every single document that I was asked to submit. Could the Minister undertake to follow up this matter so that, that old man could rest in peace? The man is over 80 years old.

Could the Assistant Minister assure this House that he is going to pull up his socks and October 17, 2006 PARLIAMENTARY DEBATES 2939 have the chiefs appointed promptly after the interviews?
