Hon. Temporary Deputy Speaker, I beg to second. This is a very important amendment Bill to the Capital Markets Authority Act. What is important in any country is investor confidence, which is a cornerstone for any economy to grow. For it to happen, the Government must do one or two things to ensure that the market is properly regulated and investors are fully protected. This Bill is not for the Departmental Committee on Finance and National Planning. I think it belongs to the Departmental Committee on Trade, Industry and Co-operatives. Initially, I think it was published under this Committee. I cannot see the Chair when I look around.

As the Leader of the Majority Party has said, I have recollected my mind and realised this is my baby. I will move it. Because the Committee which did public participation will be here and they have tabled a Report, they will second. Therefore, in the same spirit that this is a very important Bill, I propose that we move it to another Sitting because of the timing. It can be tomorrow. For example, in the year 2018/2019, the end year is 31st December 2018 and the New Year is 1st January 2019 which falls on Monday and Tuesday respectively and the schools are scheduled to open on Wednesday, 2nd January 2019 which does not go well with the parents and students. Hon. Temporary Deputy Chairlady, I beg to move: THAT, the Schedule to the Bill be amended in the proposed amendments to the Privatisation Act, 2005 by – (a) deleting the proposed amendment to section 23(3); This amendment was meant to remove Parliament from playing a role during privatisation. Currently, Parliament is involved before privatisation is done. So, the Bill was proposing to remove Parliament but we have proposed to reject it. We must retain Parliament’s role during privatisation.

The justification is the same. The Bill is proposing to remove the requirement for the Cabinet Secretary to submit a report to the National Assembly. Now, we are deleting that amendment because we still insist that the privatisation must be submitted to the National Assembly.
