I also want to put on record the fact that the arrest was for the case which the Member for Nakuru Town East wanted to clarify. This matter was for procurement done in 2011/2012. This is one of the Bills that have been brought to this House in an attempt to bring a pensions scheme for the county governments. Hon. Deputy Speaker, for purposes of bringing Members to speed, allow me to explain to them. This particular one before the National Assembly today, is a Government Bill sponsored by the Leader of the Majority Party, Hon. Aden Duale. We also have another one called the County Pension Scheme Bill 2017 sponsored by Hon. Njagagua which is before this House in the Departmental Committee on Finance and National Planning. There was a proposal by the National Treasury that we move away from defined benefit schemes so that we embrace defined contributory schemes. Therefore, those schemes which fell under defined benefits were advised to fold and operate a new scheme.
