  • 29 Jul 2015 in National Assembly: The police force is a service. The problem we have in Kenya is that many people are joining the police service for employment. It is high time Kenyans recognised that if you have a calling to become a police officer, you must recognise that it is a service and not employment. It is the same way pastors who are very committed were called to serve the people of Kenya in that line. The only problem we have in Kenya right now is that many people do not follow their calling. They go to wrong places for wrong things. We are ... view
  • 29 Jul 2015 in National Assembly: nine months only. They face very difficult situations and even the sound of a gun scares them. They put their guns down, remember their degrees and run home. So, we cannot fight terrorism, cattle rustlers or bandits when we are sending the wrong people to fight with these hardcore criminals. I am saying that we must match jobs with skills. Even in the private sector where I worked for many years, you cannot have somebody holding the position of a manager if he is not trained. There is no way you can have a well trained manager working as a ... view
  • 29 Jul 2015 in National Assembly: you hold somebody for 10 years and he is not satisfied and not offering any service, he can sit there doing nothing. I support this Motion, but with a reservation that we must provide a proper structure for the NPS to deliver. view
  • 1 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. One thing which I want to put across is that I hope the Senate is watching how we are debating this Bill. There have been two issues here. Most of the people in this country do not differentiate between the Division of Revenue Bill which ideally belongs to this House and the County Allocation of Revenue Bill which belongs to Senate which we are now discussing. This House has shown a lot of respect and a lot of maturity in discussing this Bill. It has considered the fact that there are many issues in ... view

  • 1 Jul 2015 in National Assembly: Kshs95 million per county, is like a repayment of a loan. We have to be very specific that this money belongs to the national Government but given to the counties so that they pay on behalf of the people of that particular county. Finally, we need to insist that in future we are likely to see a new a wave of marginalisation. We must stand up and review the formula. I support. Let us support for the sake of the country. We need to move forward. We need to ensure that development is done. We need to urge the counties ... view

  • 24 Jun 2015 in National Assembly: Thank you very much, Hon. Deputy Speaker. I wish to say a few things about the Appropriation Bill. Before I say them, I want to mention a few things. There is need in this country to educate our people so that they can understand what this House does, what the Senate does and the various Bills which we pass in this House so that, for avoidance of doubt, when people criticise or support, they should do so based on actual facts. I have realised that even Members of the National Assembly and the Senators have not understood that all of ... view
  • 24 Jun 2015 in National Assembly: When it comes to Division of Revenue and County Allocation of Revenue Bills, I have realised that people confuse and argue over them. They even say that this House has no role to play in the division of revenue. In future, there is need for this House to spend some time to educate the public through the media. The media also needs to be educated because they keep on referring to us as Members of Parliament and the Senators as Senators, while all of us are Members of Parliament. view
  • 24 Jun 2015 in National Assembly: This Appropriation Bill is well set out. The Government is planning to spend a lot of money in very good key areas of empowering our people. In education, the Government has dedicated a lot of money to ensure that the burden on our parents is reduced by paying examination fees for both secondary and primary education, and putting more in infrastructure development. The Government is aiming at quality improvement on our education by putting money for recruitment of more teachers. When the teachers are few, the quality of education becomes shaky. There is also money for promotion of teachers and ... view
