2 Dec 2014 in National Assembly:
Hon. Temporary Deputy Speaker, thank you for giving me this chance to contribute to this important Report. From the outset, I want to say that a report is important because it is information and information is power. When information is delayed, it loses meaning. It is no longer relevant; no action can be taken because it will have been overtaken by events. However, the Committee has tried; if you look at the Report, it is a big volume but we want them to move with speed. If you look at this Report, it is for the year 2010 meaning that ...

the economy because they have been left to deteriorate to the extent that they cannot add value. Late last year and early this year, the Government has recommended merging or seriously restructuring parastatals. That is actually a good way of ensuring that public resources are well utilized. We are going to support her. If they are not going to be restructured in that way, it will be very futile to bring those parastatals to a state where they are going to be useful in this country. I have wondered how assets like houses are lying on pieces of lands. We ...

There are quite a number of parastatals that have engaged in wrong allocation of land, many unrecovered advances and loans to staff. I have seen Nyayo Tea zones where some of the former District Commissioners (DCs) acquired a lot of money. You fail to understand the connection between DCs and Nyayo Tea Zones. Quite a number of Chief Executive Officers (CEOs) in the past were completely careless in running those parastatals. Some parastatals like Nyayo Tea Zones can make a lot of profit. They are operating in environments where other companies that are being run privately are making a lot ...

Thank you, hon. Temporary Deputy Speaker, for giving me this chance to contribute to this Motion. These very important issues should be tackled in a holistic manner, so that we do not appear, as the National Assembly, to be tackling specifics, which will not benefit the whole country. I say so because those are just two roads in Nairobi, but the major problem in this City is the way vehicles are being discharged from the City to the highways. This is causing a lot of traffic jams. As long as vehicles are not moving along the Uhuru Highway, the whole ...

to decongest the City by providing interchanges along the Uhuru Highway. This feeds into the Kenyatta Avenue, Haile Selassie, Bunyala and all other major roads along Uhuru Highway. As long as we are slow in building those interchanges, even if we expanded Landhies and Jogoo roads, there will be nowhere to discharge those vehicles into. The City is seriously congested. If you look at the speed at which implementation is done, it is worrying. The Ministry of Transport and Infrastructure is seriously slow in implementing its policies. Right now, we are six months into the financial year and nothing is ...

As we debate this expansion, we should actually look at other major roads. If you happen to live along Landhies and Jogoo roads, just next to Outering Road; if you must reach the City at 9.00 a.m, you must wake up at 5.00 a.m. yet it is a short distance. This is because the country has been moving without planning ahead. We, therefore, thank the Government for the current expansion of the bypasses which have become a good relief for the people who live along Mombasa Road, especially the Northern Bypass which is now working. The Southern Bypass, when it ...

engineers close their eyes when they are designing, they leave us wondering whether we are really using our own professionals in the right manner. With those many remarks, I support this Motion. I also urge this House to support it. I also urge the Government to look at the expansion of infrastructure in this country in a holistic manner. As for now, the Government has really come up with a very good plan, especially with their new programmes which are going to expand this country. This is because infrastructure is the backbone of economic development. Therefore, we should support the ...

Thank you, hon. Temporary Deputy Speaker for this chance. This Bill is very important because drought has been a major disaster in this country. The time is now that we get prepared for it because it affects the whole country. So, this Bill is very important because after drought there is another disaster that normally follows. You will find after rain, drainages are blocked. During drought, there is a lot of dust and it blocks all the drainage systems everywhere. Therefore this Authority, I believe will address all the challenges which are brought before it, like the issues of collection ...

Thank you, hon. Deputy Speaker for giving me this chance to contribute to this important Motion. From the outset, this is a very important Motion because it will actually contribute to development of this nation. This nation has greatly developed because it is now a middle level income economy and it will still grow. Transport is very important and if we do not plan well, it will be difficult to operate in the coming years. I wish to thank the hon. Member for Changamwe, hon. Mwinyi, for bringing this Motion. I wish he could have gone further to amend it ...

monopoly for Kenya Airways. They have enjoyed a lot of monopoly and have been charging exorbitant fares due to lack of competition. Controlling fares is not a solution. A long term solution in economic terms is to ensure that there is a proper balance between the demand and supply of air transport. The reason fare is very high is that when you reach the airport, it is either Kenya Airways or you remain in Nairobi. Many other challenges which we need to look at in the air transport include the issue of ensuring that the airports are all over the ...
