  • 24 Jul 2014 in National Assembly: Otherwise, this Bill is very good and we must ensure that it passes so that this country can start mining--- view
  • 23 Jul 2014 in National Assembly: Hon. Deputy Speaker, I have one clarification to seek. Kenyans now are spending a lot of money to take their students to foreign countries. Some of them are studying within Kenya, but through accredited colleges. They agonize when they are seeking for employment. For example, during the recent police recruitment, it was difficult for those people to prove that the certificates were accepted in the country. What specific document is the Ministry producing to show that the students who have certificates from foreign universities are recognized, so that they do not go round arguing with people? Two, even when the ... view
  • 23 Jul 2014 in National Assembly: Hon. Deputy Speaker, I wish to raise a few issues on this. From the outset, it is time that the country realizes that some of the important issues, including health, should not have been devolved. The fact that we are now looking for money to The electronic version of the Official Hansard Report is for information purposesonly. • 23 Jul 2014 in National Assembly: fund Level 5 hospitals is just an indicator of a bigger problem. Other than the Level 5 hospitals, we have many issues with the other Level 4 hospitals and below. In most counties, especially those that were there before the creation of new districts, there are a lot of problems. Some counties, like my Kericho County, are spending about 30 per cent of the county allocation on health alone. That is because of lack of costing by the Transition Authority (TA) and the Commission on Revenue Authority (CRA). view
  • 23 Jul 2014 in National Assembly: So, other than allocating this money now, we need to look at the bigger picture, so that the country will not again get into those kinds of problems. In the original schedule, I remember that we had allocated money to Level 5 hospitals. But something happened on the way and it was removed. We have now come back and started a dispute. I want to urge this House and the Senate to avoid such kind of issues in future. The counties are right now suffering because of lack of money. If we do not pass this Bill, it will be ... view
  • 17 Jul 2014 in National Assembly: Hon. Speaker, first, I am not sure whether what has been presented here is a Report because it bears no name of the person responding to the request, unless the Chairman is the one doing so. It is not signed, unless he has another Report. I have with me here a Report comprising of only five leaves of paper, which are not signed, and which bear no name of the person responding to the Statement request. Therefore, this is not a serious Report. We have been waiting for it for a very long time and they have taken us for ... view
  • 17 Jul 2014 in National Assembly: First we want to know, other than once in a while when there are football matches and national celebrations, what other activities have they planned to do in that stadium? Other than planning to rename it from “Moi International Sports Centre” to “Safaricom” what other plans do they have? They have not even indicated whether this Kshs.55 million which they purport to have received from Safaricom has actually given this country any value; because they say it is a new concept of naming and branding. I want to state that naming and branding are two different things. Can they substantiate ... view
  • 17 Jul 2014 in National Assembly: I am actually asking a question, hon. Speaker, that we want a breakdown--- view
  • 17 Jul 2014 in National Assembly: Thank you, hon. Speaker. I take your guidance. Let me summarize by saying the response is not adequate because it does not even justify all what they are saying. This is because they are not giving us the specific actions that they are going to undertake. This response has not answered the specific questions that I asked, that they have actually renamed the stadium and therefore, they have actually removed the heritage of this country. I was asking what action the Government is going to take to reverse this. They have not answered that. They have not also answered the ... view
  • 17 Jul 2014 in National Assembly: I just want to finish by saying that it is shameful for a very respectable company like Safaricom to engage in such activities. What they should do is to negotiate for branding but not renaming. Finally, they have actually failed to even renovate the stadium. I want the Chairman to go back and clarify the issues I asked because they have The electronic version of the Official Hansard Report is for information purposesonly.
