  • 25 Feb 2020 in National Assembly: Thank you, Hon. Speaker. I chose not to speak earlier because there was a lot of interest on this Bill. This Bill is in the right place. The problems that have been facing tea farmers are many and they cannot be only resolved by way of talking in the streets. This Bill has brought in the Tea Board of Kenya. In fact, that begs the question: why was the Tea Board of Kenya removed in the first place? I have to say this for the benefit of Members. In the past, we used to have the Ministry of Roads and ... view
  • 25 Feb 2020 in National Assembly: Previously, we had a research station in Kericho called Tea Research Foundation. It has now been turned into an institute which has little impact on the farmers because it is not funded. So, we need to amend this law to have a certain percentage of revenue channeled to research. A country without proper research does not have a future. We need to ensure that there is future in tea industry by ensuring that the tea research foundation is properly financed and put in place so that it improves tea clones and practices that farmers are currently using. Some of the ... view

  • 4 Dec 2019 in National Assembly: Thank you, Hon. Speaker for giving me the chance to reply. I want to thank Members who have contributed. Hon. Amina Abdalla is an outstanding person in terms of performance. All of us who were in the 11th Parliament saw her contributions. We have no doubt in our minds that this is the right person who will ensure that The electronic version of the Official Hansard Report is for information purposes only. • 4 Dec 2019 in National Assembly: the stereotypes that have been formed by SRC about MPs and certain categories of civil servants like teachers will be corrected. We want a Commission that will comply with the Constitution and generally work for Kenyans. It should not talk only about a certain cadre of people. I urge her to ensure that the Constitution is complied with. For record purposes, currently the SRC is breaking the law and pretending to be above the law. Last week during the processing of the Supplementary Budget, SRC appeared before our Committee and presented a request to be given some funds and yet, ... view
  • 4 Dec 2019 in National Assembly: Hon. Temporary Deputy Speaker, as I rise to reply, I wish to thank the Members who have contributed to this debate. It has been a very good debate. Given that this is a very important office, we expect the holder to have enough teeth and ensure that there is adequate control over the funds in this country. I want to thank the Departmental Committee on Finance and National Planning—they put a lot of effort in vetting— as well as the office of the Clerk, the Speaker and, the Leader of the Majority Party for the support they gave us during ... view
