  • 21 Feb 2019 in National Assembly: The worst-case scenario is when you are transferring money from your account to another one. You are harassed again and asked where you got the money from, whom you are paying, give the identification card of the person you are paying and you are transferring the money to your account. It does not make sense. I want to thank the Members of my Committee because they have been very firm. I want to assure this House that my Committee will take serious action. Count on us. If the Governor of CBK fails to appear before our Committee next week, we ... view

  • 14 Feb 2019 in National Assembly: Thank you, Hon. Speaker, for giving me this chance to second the Insurance (Amendment) Bill. As I start, I want to say that this Bill, as my Vice-Chair has rightly said, is an amendment Bill which seeks to amend certain sections of the Insurance Act, to among others, bring stability to the insurance industry by dealing with various teething problems which they have been having. Without repeating myself, I want to say that we did public participation as required by the law. During our public participation, a number of stakeholders came before us, especially those who were really very active ... view
  • 14 Feb 2019 in National Assembly: first three months, it is difficult to establish facts because the farmers will say they normally harvest 100 bags. However, to what level of expenditure had the farming gone before the loss occurred? So, this index-based insurance concept will cure that and it will ensure that most insurance companies will take this as one of the key viable insurance options. Therefore, after we enact this Bill, our farmers should ensure that they insure their animals and crops. The Bill proposes to reduce exposure to policy holders. Previously, there have been tussles between insurance companies and brokers when it comes to ... view
  • 14 Feb 2019 in National Assembly: At the same time, we have also included the National Hospital Insurance Fund (NHIF) in our amendments. It plays a key role in giving medical insurance, but it has never been regulated. Therefore, we will bring an amendment to bring in the NHIF as one of the players, which will be regulated by the Insurance Regulatory Authority (IRA), so that they will be brought into a level playing ground with other insurance companies, so that they do not have undue advantage. This will also reduce exposure in case of any problems because they will be required to comply with what ... view

  • 13 Feb 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. As I second this important Bill, I wish all the Members of this House a happy new year. I welcome you to the new year as we start our new session. I also wish to pass a word of condolences to the people who were affected in my constituency today. There was a serious accident involving a light aircraft which I understand was from Maasai Mara and was heading to Lodwar. I understand it caused four deaths including the death of the pilot. It fell right in my constituency at a place called Baraka ... view
  • 13 Feb 2019 in National Assembly: implementation is made easier. At the same time, it is meant to bring in county governments into the right perspective because the PFM Act of 2012 was before county governments came into place. Therefore, there are a lot of challenges in terms of implementation. This Bill is, therefore, trying to harmonise what is happening in the national Government with what is happening in county governments and bring sanity in financial management. I wish to also thank the Office of the Speaker and that of the Clerk for the support they gave us when we were processing the Bill and during ... view
  • 13 Feb 2019 in National Assembly: . The Government has been moving towards having a single account so that the operations of the Government are not brought to a halt especially when finances are limited. You will find a ministry has accumulated resources in its own account yet they do not need to use those funds at that moment. Right now, you are aware that the National Treasury will release resources only if you are ready to pay and all requisitions are supported by documents which show that you are going to immediately release the money to the person you are paying. view
