asked the Minister for Lands:- (a) whether he is aware that farmers in Nessuit, Teret, Kapkembu, Sururu, Likia and Sigotik locations in Njoro District cannot access credit facilities from banking institutions because their title deeds were revoked; (b) whether he is also aware that the title deeds to Marioshoni, Ngongogeri and Kapsita settlement schemes were also revoked; and, (c) when the title deeds will be validated so that the farmers can use them as collateral for credit facilities.

Thank you, Mr. Speaker, Sir. The Prime Minister has said that there are some intelligence reports indicating that there is likelihood of political violence in the coming year. The Chair remembers that there was such a report in the previous general election. What measures does the Government intend to take to make sure that this report is preempted and those who are behind it, action is taken against them?

Mr. Temporary Deputy Speaker, Sir, I would like to know from the Assistant Minister what steps the Ministry is taking against “cowboy” contractors or contractors who do shoddy jobs. In part (c), the Questioner asked what measures the Government is taking against people who do shoddy jobs. I have the same problem in my constituency and I have been complaining. I would like to get assurance from the Assistant Minister as to what they are going to do with shoddy or “cowboy” contractors since they do not the right jobs. Thank you, Mr. Temporary Deputy Speaker, Sir. First of all, I would like to congratulate His Excellency the President for his good Speech he made in this House. This Speech touched on various issues affecting our country. I would like to commend him on the issue of roads. As my colleague has just mentioned, if you look across the country, you will find that there is a lot of change and improvement with regard to road infrastructure. On a point of order, Mr. Temporary Deputy Speaker, Sir. I would like to ask the hon. Assistant Minister whether he is in order to mislead this House that there is specific land or areas where a specific or certain community is supposed to settle. I thought that all of us are Kenyans and every Kenyan has the right to own land and live anywhere in the Republic of Kenya. Is he in order to mislead this House?

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Assistant Minister in order to mislead this House again by saying that the ADC farms, which were Government property, were dished out to some cousins? Could he substantiate and name these cousins that he is talking about?
