The House will agree with me that the kind of traffic jams we have in Nairobi and other urban centres waste a lot of man-hours. A lot of money is wasted in these traffic jams. This Bill is going to affect sugarcane farmers in Kenya. Though in my view it is overdue, it is not too late. Many farmers, especially in western Kenya and Coast where they grow sugar, have been exploited. They have been suffering. Import duty is never paid. Even if it is paid, we need to find a way of increasing those duties so that the local sugar can easily be marketed in our country. From the onset, I congratulate the Jubilee administration for coming up with a pilot project of ensuring that all primary schools in the country have electricity. They seek to embark on the second phase of ensuring that children have access to laptops. Sometimes back, electricity was a preserve of a few individuals in some selected areas.   • 8 Mar 2016 in National Assembly: economy. We must ensure that electricity is cheap and sufficient. At the moment, many industries in our country would like to compete with other industries from outside Kenya, but the cost of production is very high. We should minimise that cost. I do not see where we went wrong. Kenya is capable of producing enough energy. We have all the resources such as lakes and streams.
