On a point of order, Mr. Speaker, Sir. Is it in order for the Minister to make a very important contribution without his officers being present in the House? Those officers are substantially required to take very important notes?

Mr. Temporary Deputy Speaker, Sir, there should be substantial competition, so that other companies can access this product at the KPC, because right now there is monopoly in the importation of the LPG because only a few companies have the handling facilities for this product. If the KPC can handle it on behalf of everybody else, I can assure you that the same results will be achieved in terms of reduction in price, just as it was witnessed in western Kenya. Mr. Temporary Deputy Speaker, Sir, let me also give my contribution to this very important Vote of the Ministry of Health. Many hon. Members in this House will agree with me that, for the last few years, we have been voting funds for the purchase of ambulances. At times, you wonder what criteria is used to distribute those ambulances to the various jurisdictions in this country. Mr. Temporary Deputy Speaker, Sir, I beg to support this very important Vote for the Ministry of Roads and Public Works. Mr. Deputy Speaker, Sir, unlike many hon. Members who have complained about their District Roads Committees (DRCs), mine works very well. Honestly, I do not have any problem with my engineer. Thank you, Mr. Temporary Deputy Speaker, Sir. I also want to support this very important Motion. About 10 per cent of Kenyans are actually disabled. I know that the Minister has given statistics, but we must appreciate that there are so many other cases which have not been reported. I wish that the respective Ministry could update its data, so that we know for certain how many Kenyans are disabled. In my own constituency, I have two primary schools dealing with such cases. One of them is dealing with hearing impairment, while the other one is dealing with physical disability. ...

Mr. Temporary Deputy Speaker, Sir, I rise to support this very important Motion, which is long overdue. In the same spirit that the Government is going to bring a Bill regarding the same issue, I think it is, therefore, in order for the Government to support this Motion so that the Bill can be enacted before this Session is over. Mr. Temporary Speaker, Sir, I wish to give my comments on this Bill. For several years, Kenyans have faced many frustrations because media houses have failed to carry out their duties. When people fail to do their job, then that calls upon other people to assist them. I, personally, did not wish that the media be assisted.
