Thank you, Mr. Deputy Speaker, Sir. I also wish to give my comments on this Budget Speech. Mr. Deputy Speaker, Sir, my main problem in this Budget is the extent of the deficit that is exhibited in it. While we all appreciate that, indeed, we must finance our budget, this year's deficit is quite large. In fact, I would, probably, want to have an explanation later from the Minister on how the deficit is Kshs109 billion when, in fact, it is supposed to be Kshs180 billion. Mr. Temporary Deputy Speaker, Sir, I will spend only three minutes. First of all, I would like the Minister to reconsider Clause 37 which talks about the accounts "being in conformity with the international standards". That is not correct. I think we must ensure that accounts are in conformity with what is prevailing in our own country. We cannot peg our accounts to international standards. The rest of the subclauses from (iv) to (vi) are superfluous. The office of the Controller and Auditor-General is an independent office. Thank you, Mr. Speaker, Sir. I wish to support this Bill which is really ceremonial because we have already discussed the substance of the matter. Therefore, we are merely looking at the figures. I initially wanted to inform the hon. Minister that it is not that an additional Kshs19 billion has been raised as revenue, but, indeed, the Minister for Finance requires an additional Kshs19.5 billion to finance extra services. He will have to borrow that money because he does not have it.

Mr. Deputy Speaker, Sir, I just wanted to raise a few issues. The pending bills that the Minister talked about are issues that should have been dealt with by the various Ministries. There is really no reason for us to budget for bills which are expected and yet every Ministry is supposed to operate within its means. Therefore, it is not justified that this House will continue to approve additional expenditure for pending bills, and especially for utilities for various Ministries. They are supposed to ensure that services rendered, say, electricity and water are within the budget. Therefore, controls must ...

Mr. Deputy Speaker, Sir, the Minister has clearly said that, that money was collectable and that the Income Tax Department failed to collect that money within one year to the extent that they are now backdating it. Is it not the case, therefore, that the Ministry of Local Government or the Income Tax Department did not perform its function, therefore, they are punishing councillors by backdating the collection of taxes for one year which is very punitive? Could the Minister, therefore, consider waiving one year of backdated allowance so that they can start taxing from now henceforth? It appears that ...

Mr. Deputy Speaker, Sir, this is a very important Motion. I wish that we could pass it quickly so that we can have a Bill in this House for the same. I am aware that everybody would like to have this free education. However, we must put it into law. It is not just enough to make pronouncements all over; that we will make it free. Mr. Temporary Deputy Speaker, Sir, it is, therefore, high time that we passed this Motion. We need not spend a lot of time debating this Motion. I think that Mr. Oloo-Aringo should be called upon to reply because we are all in agreement that we need free primary education. Nobody should use this for political reasons. Every Presidential candidate now is talking of free primary education. Of course, some of them even do not know where the money will come from.
