In Northern Kenya, for example, when you look at the Budget of Isiolo South, Laisamis and other areas, we see that agriculture is given five or ten times more. But we very well understand that livestock is the basis of our societies and economies. That is another discrimination that comes from there. Mr. Temporary Deputy Speaker, Sir, Part III is Registration and Licensing of Animal Technicians and it has so many points. I will just read two for you. This Bill has, like any other organization, a discipline measure that, as a practicing Animal Technician, you must abide by certain rules and they are well spelt out here.

So, I urge this House, that considering the importance of the livestock sub-sector in our country and 6,000 unemployed but qualified youth, we cannot put a lid on knowledge. We cannot keep on not introducing our young men and women into private practice. We cannot continue with a few people oppressing the majority. I know it is the wish of this House to see every qualified student who has gone through a livestock college getting employed. Each of us have in our own constituencies unemployed youth .
