Mr. Temporary Deputy Speaker, Sir, I would like to thank the hon. Members, including the Ministers in the Government, for their support to the Animal Technicians Bill. This Bill will go a long way in not only improving the livestock sub- sector in our country but also in providing employment. The biggest beneficiary in this country will be the Arid and Semi-Arid Lands (ASALs) where Mr. Muthama `also comes from because they will now have proper legal documentation. Mr. Temporary Deputy Speaker, Sir, this Bill is modelled very closely to the Veterinary Surgeons Act of 1953, which was amended in 1996. The Bill is aimed at complementing the contribution made by the Surgeons Act, and not competing with it. This Bill does not, in principle and practice, seek to create competition between the two cadres. More fundamentally, it is aimed at filling in the framework of thousands of Animal Health and Production Technicians, who have been jobless and unable to undertake private practice. asked the Minister for Environment and Mineral Resources:- (a) whether the U.N. has asked developing countries to make concerted efforts to address the issues of climate change; (b) whether the U.N. is formulating any new policy for developing countries in this regard and if so, the details thereof as well as the time by which the policy is likely to be formulated; and, (c) What action the Government has taken to combat climate change and what achievements have been made so far.

Mr. Speaker, Sir, I would like to thank the Minister for an excellent answer. Coming closer home, I would like to ask the Minister if he is planning to formulate any policies based on emission standards of vehicles that pollute the streets of this country, including even the new Tuk Tuks and motorcycles from China. Are we doing anything to address the emissions that come out of those vehicles?

Mr. Speaker, Sir, we, as a country, we are trying to feed ourselves by growing foodstuffs. We also realise that we need to grow a lot of trees so that we make our country green. Here is competition between planting trees and growing food. Does the Ministry have any plans to compensate farmers who use half or part of their land to grow trees for the greener environment for this country?

Mr. Speaker, Sir, I really want hon. Ojode to be very serious about this issue. The same period that those animals were taken allegedly by Samburu, the same number or even more animals were taken from the Samburus as well. It looks like the target was only Samburus. Why did you not also do an effort to carry out an operation using choppers from the neighbouring communities that took animals from the Samburu to recover the animals and give them to the Samburu?
