  • 6 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would also like to thank hon. Wamalwa for bringing this petition. In the current Budget, the Deputy Prime Minister and Minister for Finance waived duty on cosmetics. I would like this House to support the fact that those people suffer from skin cancer. The Government should waive duty on the sunscreen lotion for their benefit. view
  • 4 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, I would like to join my colleagues in thanking the Minister for an excellent presentation. I am very sure that over the last few years, the Ministry has not been collecting Kshs6 billion annually. I can say that because, since the Minister took over, he has initiated a lot of changes in that Ministry. He has computerised the systems. That is why the Ministry has been able to collect Kshs6 billion in the last financial year. I am sure that the Minster has closed some loopholes that were used for corruption. That is why they were ... view
  • 4 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, land remains the most valued natural resource in our country. That is why land-related issues, including its budget, are sensitive. Therefore, they merit careful scrutiny by Parliament. Looking at the allocation of this Ministry for the Financial Years 2008/09 and 2009/10, there are questions to be asked. There is a reduction in allocation of employees compensation, for example, District Level, Sub-Vote132 and also the reduction of the budget for the Kenya Institute of Survey and Mapping. Why these reductions? Our priority in this country is to fast- track the issuance of title deeds which fall under ... view
  • 4 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, if I may talk about northern Kenya, I represent Laisamis District. No single individual in that region has a title deed. This is view
  • 28 Jul 2009 in National Assembly: Mr. Speaker, Sir, potholes on our roads have caused many accidents and deaths in the country. Is the Assistant Minister in a position to supervise the quality of the work done by the contractors and their track records before they are awarded the contracts? He seems to be going round in circles. view
  • 25 Jun 2009 in National Assembly: asked the Minister for Information and Communications what measures he is taking to control junk mail or “spam” which is causing congestion and thereby inhibiting effective e- communication. view
  • 25 Jun 2009 in National Assembly: Mr. Speaker, Sir, spam now makes up majority of email traffic. We have millions of unwarranted SMSs and even emails that continue to disrupt the internet flow in this country. It reduces the delivery capacity, productivity and even irritates users. We all get emails that are very dangerous to us. We receive letters where you are told that you have received US$15 million and that you should apply. Kenyans have been fleeced as a result of that. Has the Minister been able to communicate with wananchi to tell them that this is dangerous and you will be tackling it? view
  • 25 Jun 2009 in National Assembly: Mr. Speaker, Sir, I disagree with the Minister. We have many competent Kenyans who own computers. They are more than two million. I think our country has reached a stage where we are at the threshold of being extremely computer literate. People continue to get fleeced and you are asking us to block the spam. Some of these people do not know how to block them as much as they want to have e-mail addresses. With the fibre optic that you launched with the President about two weeks ago, how is it going to ease--- view
  • 25 Jun 2009 in National Assembly: Mr. Speaker, Sir, how is the fibre optic that the President and the Minister launched two weeks ago in Mombasa going to help us solve some of these issues? view
  • 24 Jun 2009 in National Assembly: Mr. Speaker, Sir, I do appreciate the efforts that the Minister has made to make sure that cholera is now contained in Laisamis Constituency. I came from there yesterday, but we still have some cases there. view
