Madam Temporary Deputy Chairlady, I have a slight amendment. I propose a further amendment to the amendment to Clause 14, Sub-section 5; to substitute the word “shall” with the word “may.” Given that it is just an alternative resolution, it should not be a must. We agreed in the Committee that we use the word “may.”

Mr. Temporary Deputy Speaker, Sir, I rise to support the Bill. You will agree with me that Kenya is the best policymaker in the world and the poorest policy implementer also in the world.
