  • 17 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, let me thank the Prime Minister for his Statement. Getting an ID card is actually a challenge in Kenya, just as my colleague has said. Given that the Government has allocated some funds to the Ministry, and given the economic hardships in Kenya, could the Prime Minister undertake to waive the fees payable for the issuance or replacement of ID cards which are lost because many people are unable to pay? view

  • 16 Jun 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Minister in order to mislead this House by stating that, out of the total amount in question of Kshs4.2 billion, Kshs1.9 billion was transferred to 26,000 schools? Here is a case where the amount in dispute is affecting 520 schools. That figure does not actually add up. view
  • 16 Jun 2011 in National Assembly: Madam Temporary Deputy Speaker. From the onset, I am supporting this Motion of Adjournment. Let us go home and supervise our CDF funding. Secondly, I would also wish to stress to Members that let us not go home and polarize this country. As much as we will be campaigning, let us campaign peacefully. I want to stress this to the Ministry of Finance; that next year is an election year. We must do something for our youths. Our youths must get proper allocation in order for them to survive. Lastly, energy in this country must be affordable to enable the ... view
  • 12 May 2011 in National Assembly: Mr. Speaker, Sir, allow me to thank the Minister for the explanation she has given. However, it was envisaged in the 1970s that by 2000, clean piped water would be available to every household in this country. What plans is the Ministry putting in place to ensure that this very important commodity is available to all Kenyans with or without asking for it? view
  • 10 May 2011 in National Assembly: Mr. Speaker, Sir, this road was constructed in the 1960s and it runs from Ahero, Oyugis, Kisii to Migori. This is an international road that serves Kenya, Uganda and Tanzania. Given its size, a number of people have passed away along that road. A Member of this House was involved in a road accident along the same road. The pothole which caused the accident has not even been filled to date. Along the same road, in my constituency, that is, Kasipul Kabondo, we have lost quite a number of people due to lack of bumps et cetera . What has ... view
  • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to oppose this Motion, on the following grounds. A Government that only supports the recurrent costs--- We know very well that proper planning means a well planned Government that can move a country forward. But in this case, supplementary estimates are meant for emergencies. In this case, we know very well that the Government planned. The Ministry came up with a Budget which we passed in June and we approved it. But in the month of March this year, we are being told that we need to fund some activities like security. The ... view
  • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, allow me to thank the Assistant Minister for the elaborate answer that he has given. However, you have heard the Assistant Minister say that he is unable to comment on whether it is a requirement that leaders seeking leadership positions - or applicants seeking leadership positions - are not required to have the certificate of good conduct. If it is very clear in the new Constitution - Chapter Six on Leadership and Integrity--- It is clearly stated the ethics under which a leader is supposed to observe. It is worrying that the people of this ... view
  • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to ask the Assistant Minister why is it not compulsory for applicants seeking leadership positions to have the certificate of good conduct? view
