I can see you also support that. Please, come back. We have not seen this kind of contribution. I have looked at the memorandum of objects and reasons of this Bill, which are really great. One of them is to promote professionalism and address concerns regarding professional misconduct in the insurance industry, which has been happening for a long time. I know that most of us here have interacted with insurance salesmen who are not trained. That is why the uptake of insurance by Kenyans is very low. You cannot trust some of those salesmen. They come to you looking ...

I have looked at some of the proposals in the Bill and we need to polish them especially the membership of the Insurance Institute of Kenya. I congratulate Hon. Washiali for coming up with it. Clause 4 of the Bill is on membership of the Institute. Clause 4(2)(c) of the Bill talks about affiliate members, comprising the members who work in the insurance industry, but are not insurance professionals such as accountants, lawyers and members of other professional bodies. That will not be in order. Again, there is something which I can see here which is unique. Clause 4(2)(d) of ...

Hon. Temporary Deputy Speaker, with those few comments, I really want to congratulate Hon. Washiali and urge his voters to make sure that he comes back to this Parliament. He performed very well as our Chief Whip. At 60 years old, he is still a young man. When you are 85 years old, you are old. I know he exercise and he still looks very young.

Thank you very much, Hon. Temporary Deputy Speaker. As the Leader of the Majority Party has said, this Bill had gone through the Departmental Committee on Trade, Industry and Cooperatives and we did justice to it. It went through public participation and it was brought here for First Reading, Second Reading and it passed in the Committee of the whole House. So, it underwent all the stages and the SACCO societies also participated and supported the Bill.

Thank you, Hon. Temporary Deputy Speaker. Hon. Gikaria, thank you. You have done his country proud as the former Chair of the Departmental Committee on Energy. You made your contribution that needs to also be documented. You should be fighting for the documentation of your achievements. I want to support what the Leader of the Majority Party has said. This could have come much earlier. I had never been to this Parliament before I was elected in 2017. When I came here, I wanted to study the history of this Parliament but there was nothing. When you walk along the ...

Thank you very much, Hon. Speaker. No, I am not ready to sing. It is KJ who is interfering. He is telling me to sing. Hon. Speaker, you also know very well that music is our cash crop. This is not the proper place to sing. However, in your campaigns, we will assist you and I will give you a discount.

I support the Chairman. The Cabinet Secretary has really messed with us because from the reports we are getting, the collections have been doing very well. In fact, the National Treasury has exceeded what it was supposed to collect. We cannot understand why the money is not available. The NG-CDF is a very important Fund because it is the only one which is at least doing something in our rural areas. The projects are planned quite early. If you know that you are going to construct a classroom or a laboratory, you plan quite early and the costs are fixed. ...
