  • 1 Aug 2006 in National Assembly: Thank you, Mr. Speaker, Sir. I rise to support this Vote. Looking at the Ministry of Local Government's responsibilities, they are quite enormous. Therefore, the amount of money which has been allocated to it, to me, looks inadequate. However, we have a major problem in this Ministry in terms of the LATF. When we look at the LATF allocation of Kshs6.5 billion, that is quite a substantial amount of money which is meant to develop the local authorities. We need more money to go to the local authorities and we need the local authorities to be strengthened. The other day, It was in the news that civil servants have been given a salary increase. The same should be done for councillors. With those few remarks, I beg to support. view
  • 26 Jul 2006 in National Assembly: Thank you, Mr. Speaker, Sir. The hon. Member asked this Question so that his constituents are not marginalised. The Ministry of Planning and National Development advertised the posts, but went back and used the list of 2004 instead of the 2005 list. This is a critical point. Mr. Speaker, Sir, you have said that a Maasai would know Kimeru. The people of Nairobi are very close to Kajiado District and the Maasai could easily be marginalised by the communities which come from other districts. That is the problem of this Minister. He is planning to fail the country? view

However, I think we are going backwards. If you look at the Economic Survey of 2004, you will see that this Minister is planning to fail this country. view

I stand to support the Vote with several reservations. First, national interests are very critical for this country. One of them is the economic well-being. This Ministry is key in the revival of the economy. The second reservation concerns national security. The Minister has done a tremendous job to improve our economy. He has been criss-crossing the world attending very important meetings which would bring trade to this country. Unfortunately, that effort is being hampered by insecurity.   • 25 Jul 2006 in National Assembly: industry. The NARC Government came to power on the promise of creating 500,000 job opportunities every year. The most important vehicle of doing so would have been the Jua Kali industry. The Government should have set aside, at least, Kshs3 billion or Kshs4 billion to go towards this industry, which is being pocketed through Anglo Leasing and other scams. Mr. Deputy Speaker, Sir, the importation of goods which are available in Kenya is a way of killing the economy. Why would a country like ours allow what we can produce here to be imported? The Minister should address this issue critically. Many hon. Members said that it is very important that we have trade attaches in our embassies.
