  • 26 Apr 2006 in National Assembly: Mr. Speaker, Sir, could the Government undertake to include in the coming budget, finances to ensure that children from poor families do not miss education? view
  • 26 Apr 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wish to take this opportunity to thank Mr. Kimeto for bringing this Motion. We need the Government to look at the issue of security on our roads. The road from Mombasa, Garissa to Moyale is un-constructed. The road from Nairobi, Isiolo, Marsabit to Moyale is un-constructed. The road from Nairobi to the Ugandan boarder, which is the main artery of development in this country, is impassable. That is very unfortunate! We need to develop airstrips in Moyale and Mandera for security and economic reasons. Secondly, we need to use our railway line in order ... view

  • 19 Apr 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I would like to know the criteria the Assistant Minister used to create these 16 zones. view
  • 19 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Livestock and Fisheries Development the following Question by Private Notice. (a) Is the Minister aware that the residents of Kajiado District have lost most of their Cattle, goats and sheep due to the current drought and famine? (b) What is the actual loss of the livestock? (c) What is the Government doing to re-stock the affected people so that poverty is kept at a manageable level? view
  • 19 Apr 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I would like to thank the Minister for trying to answer the Question. Unfortunately, the answer given by the Minister is not satisfactory to the Kajiado people because the loss of livestock is estimated at 65 per cent. I was asking what plans the Government has to re-stock the lost livestock, which will mitigate the issue of insecurity, especially cattle rustling? The plan I was expecting the Minister to put across to this House is that, the Agricultural Finance Corporation (AFC) will advance loans to livestock farmers at an interest rate of 5 per ... view
  • 19 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I am not satisfied with the answers that have been given by the Minister. First, we wanted to know the Government's plan with regard to the waiving of AFC loans granted to pastoralists. The AFC is a Government parastatal and the Minister has not stated whether the Government will look into this matter and ensure that those people who lost their animals will get a waiver on the loans that were granted to them. He did not come out clearly on that issue and yet it was a very specific question. Secondly, his statement that only ... view
  • 19 Apr 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I want to take this opportunity to thank hon. Lesrima for bringing this very important Motion. This is a time for all of us to really talk, discuss and find solutions with regard to the security of our people and their property. I would like to support this Motion most objectively and positively for the sake of our people. First of all, I would like the Government from today to tell the country what its national security strategy is. It should further tell us whether this national security strategy can protect and safeguard ... view

  • 19 Apr 2006 in National Assembly: This is because I am already on the Floor. After my ten minutes, my colleagues can contribute for five minutes. I think it is consensus that after I have spoken then my colleagues can speak for five minutes each. view
