Mr. Temporary Deputy Speaker, Sir, that is a very good comment. I wish that could happen. As I speak now, my people are on relief food and they cannot be rich people. Runyenjes cannot be richer than Westlands. Kajiado Central cannot be richer than Kiambu, so to speak. I wish I could make Kajiado the richest place, but that is not the situation on the ground.

Madam Temporary Deputy Chairlady, I support the proposal by Eng. Gumbo. It is dangerous for us to get away from the Constitution. It is very important that we stick to what is in the Constitution. In fact, they say that it is dangerous to attempt to weaken the strong in order to strengthen the weak. What we are trying to do is to remove experience for the sake of bringing in some people to get into the future. Madam Temporary Deputy Chairlady, while I take what hon. On a point of order, Madam Temporary Deputy Chairlady. Just for the sake of clarity, when you say, âAnd has had a distinguished careerâ and then you come and bring in the issue of five years experience, what distinguished career can somebody without experience have?

Mr. Speaker, Sir, I seek the indulgence of the House that this Question is deferred because the Minister, hon. Yusuf Haji, who agreed to answer it has gone for a funeral. Thank you very much, Mr. Deputy Speaker, Sir, for this opportunity that you have given me. I rise to support this Motion. We have done our part as a Parliament by passing the new Constitution. Kenyans did their part through the referendum by voting for the new Constitution. Therefore, we are in a new era. As lawmakers, we need to go and share with our people the fruit of this historic event. It is a blessing that this country has got a new Constitution. Therefore, we, as a law-making institution, must ensure that never again shall our country, under this ...

Mr. Temporary Deputy Speaker, Sir, I began by saying that I stand to support this very important Vote. I want to commend the Minister and her entire staff for doing a very commendable job under very difficult challenges and circumstances. You will realize that about a year ago, this country was faced with a very serious drought and this Ministry did a commendable job by ensuring that Kenyans were saved from starvation. The only problem that has not been articulated properly in the statement is the food policy. We have not had the opportunity to scrutinize the food policy of ...
