It is true that the bulk of this money is owed by very wealthy people in Kenya. One of them included the setting up of a Cabinet Sub- Committee chaired by the Prime Minister to take charge of the debts, how to restructure Kenya Planters Co-operative Union (KPCU) and recruit independent highly qualified managers as recommended by the study that was funded by the European Union (EU).
