  • 18 Oct 2006 in National Assembly: asked the Minister for Energy when the Gikiiro and Mayori Rural Electrification Programmes (REP) in Mbeere District will be completed. view
  • 18 Oct 2006 in National Assembly: But you have not sought my opinion! view
  • 3 Aug 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I stand to very reluctantly support this Motion mainly because I think that Kenyans believe that we are one of the Parliaments in this world which has passed the least number of Bills. We need to prove to Kenyans that we are capable of passing many Bills. It is for that reason that I support this Motion very reluctantly. I would have wished to see this House continuing for another two weeks so that we can do the legislative part of our job before going home. I would have liked us to pass ... view
  • 2 Aug 2006 in National Assembly: asked the Minister for Water and Irrigation:- (a) how many IFAD-funded projects are being undertaken in Gachoka Constituency; and, (b) how many have been completed. view
  • 2 Aug 2006 in National Assembly: Mr. Speaker, Sir, for the last two years, the IFAD has been conducting seminars and workshops at the village level. The Gachuriri project the Assistant Minister is talking about is a water tank that is only ten metres wide. It has taken them two years to construct that water tank at a school, and yet they have never completed it. Is this one of the projects that he is claiming to have been funded by the IFAD? view
  • 2 Aug 2006 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to mislead this House by talking about a big project covering several districts and hence, give the wrong impression to Gachoka people that he is, in fact, giving them US$25 million? The Ministry has bought vehicles and houses. They are misusing the money! It has built only one tank, which is not even complete, over a period of two years! view
  • 2 Aug 2006 in National Assembly: Mr. Speaker, Sir, it is very obvious that the Assistant Minister has tried very hard to describe an imaginary situation in Gachoka Constituency. It is like a movie! I go there regularly; unlike him! The project covers three districts. However, he has not described the Gachoka Constituency situation. Could the Chair instruct him to accompany me to my constituency to confirm the facts for himself, so that he can save Government money? What I have said is nothing, but the truth. They completed only one tank recently because I made a lot of noise and they knew I was to ... view
  • 2 Aug 2006 in National Assembly: I will be greatly honoured if the Assistant Minister joins me! Thank you. view
  • 26 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, hospitals like the Nairobi Hospital earn a lot of foreign exchange for Kenya. Given the important role that such a hospital plays, and given what other countries do with hospitals that do not belong to individuals, could the Government consider giving it some grants, so that it could grow and earn more revenue for this country? view
  • 26 Jul 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to deliberately--- I know he is a very clever Assistant Minister! I will make him the Minister for Finance in my Government. Is it fair for the very able Assistant Minister to give the wrong interpretation of my question? My question was: Could the Government consider giving grants to the hospital so that it could expand and earn more revenue for the country? That way, we could become even richer and develop our country. view
