Some people who are affected have been doing business with their land and so if you prove that your land was giving you some direct income, then there should be a compensation for the loss of business from that land. Hon. Speaker, when you go and settle somewhere, you expect your people to be buried there when they die. It should come out clearly because it is affecting people who are being compensated. You buried your father, mother and very important people and when it comes to compensation, it has to be considered as a factor that affects that particular person. We should also remove conditions such as having to get license from the county government to re-bury. Lastly, I am happy about this Bill because it has come up with the Land Acquisition Tribunal. At least those people who will be agitated will have somewhere to go to. These people who are coming back to revalue the land will again pay at the stated rate and if you do not agree you go to court. You know when you are taken to court, proceedings are cumbersome. There is the idea that there were early entries and the Standard Gauge Railway project is ongoing. My people feel they are not properly treated and this should stop.

Thank you, Hon. Temporary Deputy Chairman. I also want to tell the Chair that the Government is doing very well on e-platforms like e-citizen and getting this certificate is free. While I support this social safety net, I want to tell the Committee to be a bit careful because we are allocating money to move the country towards social welfare. If you check what we give and what we allocate to agriculture and trade, I think we have wrong priorities. Thank you, Hon. Temporary Deputy Speaker. I want to contribute to the budget-making process. If you look at this document wholesomely, it does not support the reality on the ground. Our country is agricultural-based. Therefore, if we do not allocate resources towards this it means we are allocating resources to other areas. If you check the amount allocated to the State Department of Agricultural Research of about Kshs.5 billion and the State Departments of Irrigation, Fisheries and Livestock which are agricultural in nature and compare them with other State Departments you will find we are not supporting the correct thing. ...

I want to ask the Members to recall that during the same year the founding father of this nation died.
