Hon. Temporary Deputy Chairman, these are two parallel associations. He gave an example of the Judicial Service Commission, but there is a difference between a commission that is operating as a board and an Advisory Board. If this really is an Advisory Board, then the Auditor-General should not be on it.

Hon. Temporary Deputy Chairman, if the first amendment went through then there will be no need of appointing the Senior Deputy Auditor-General as a member. This is because the Auditor-General will automatically be the secretary of that Board and the Office of the Auditor-General will be the secretariat. Therefore, it is not the Senior Deputy Auditor-General but the Auditor-General who will be the secretary to the Board.

Thank you, hon. Temporary Deputy Speaker, for giving me this chance. I want to say from the word ‘go’ that ranking is the universal differentiator. idea of mixing students who have performed well with those who have performed dismally and taking them to schools like Alliance High School and Mang’u High School, is to bring down competition and lower performance in schools. It is in the public domain that private schools perform better than public schools in primary schools examinations. How else can you hold back private schools apart from doing away with the ranking part of it?

Private schools are doing very well in this country and maybe in future that is the right way to go. Thank you, hon. Speaker for giving me this chance to air my views. I know that corruption is a major issue in this country, either real or perceived. I am a Member of this PAC and the Leader of the Majority Party has said that everybody in the Committee is perceived to be corrupt. It is only about four to six Members who were mentioned when they were trying to discuss among themselves about who is corrupt and who is not.
