Nowadays, you find an old lady of 80 years calling you to buy her medicine. When you ask her whether she has children, she tells you she has children but they have refused to buy her medicine.   • 3 Mar 2020 in National Assembly: When I took office in 2017, I found the Women Enterprise Fund was not giving funds in my constituency. Uwezo Fund was going on but it had a lot of problems due to non-payment. All the groups that had been given money had stopped paying, just like other Members have expressed. That was political. view
  • 3 Mar 2020 in National Assembly: We tried to enforce payment with the Deputy County Commissioner (DCC) and he gave a circular to all groups to pay. Some decided to pay while others decided to go under the carpet and we were unable to collect the monies. Time and again, we have encouraged them and some have paid. As we speak now, we have over Kshss11 million in the account. The problem is that it cannot be given out because of a set payment target.   • 3 Mar 2020 in National Assembly: This is a good Fund meant to help the women because of unemployment. The youth who have finished college are idle in the villages and they could be borrowing that money to do small businesses. Yet, that money is in the account and cannot be spent. We need a formula to help us unlock the money that is lying idle and cannot help anyone in the constituencies.   • 3 Mar 2020 in National Assembly: Therefore, we should have a formula to help us unlock that money for those who have not borrowed or those who have not defaulted. They should not be put together with defaulters. Those who are clean should be given money to trade with and carry out their businesses. This money is meant to empower the youth, women and people with disabilities. I support those who are advocating for the money to be unlocked.   • 3 Mar 2020 in National Assembly: Again, committee members working for Uwezo Fund have nothing for their own use. They have no transport to use when they are collecting that money and cannot afford to pay fare. In fact, in my constituency, I give them fare from my pocket to go everywhere. This is not supposed to be the case. This is a Government enterprise and, therefore, it should sustain itself. I stand to support this initiative because, for a long time, farmers have been lone rangers in whatever they do. If co-operatives can be established and have structures to pool together resources, many groups can be attracted to them. What they do is that when they form some shady co-operatives and they are given seeds and fertilisers they sell them to other people.
