First of all, I would like to thank the Committee for a well-researched and timely Bill. In Kenya because of devolved units, everybody, even in the rural areas, wants to invest in apartments. It is very important that if a person has struggled to pay for a House, he should, at the end of the day, own a piece of paper called a title deed so that he becomes proud of owing property in this lifetime. Property is at the heart of every family. So, to own houses is a good thing and these are the only properties that are affordable because they are sectional properties. It is timely because we have been having a cycle of drought throughout the country. The same counties have been affected by drought all the time. This time round, Machakos County, where I come from, has been left out. I only pray that Machakos will be included as one of the counties that are affected by drought because there is a lot of famine at the moment. People are sleeping on empty stomachs.   • 31 Jul 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this chance to give my views. I thank the Mover of the Bill who has enabled us to debate it. To me, it is a good thing that directors have an institute which will regulate them. This is because as it is presently, everybody can become a director anywhere, but when it comes to discipline there is no institute to discipline them. There is no mechanism for that.
