Prime Minister with regard to the Constitution, and not particularly to what will happen to the Provincial Administration officers. I want to give a chronology of events. In 2005, when we had a referendum to vote for the draft Constitution, there was a proposal by the Bomas and by the Wako drafts that we would scrap and/or abolish the Provincial Administration. In other words, our Ministry will generate a Bill on the restructuring. Once a Bill has been generated, it will be taken to the Cabinet and eventually, it will be brought to the House. All those other questions will be addressed by this House through legislation.   • 29 Sep 2010 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I wish to confirm that the Officer Commanding Station (OCS) Kabati has a serviceable vehicle registration No.GKA 282D. I also wish to confirm that the Officer Commanding Police Division (OCPD), Murang’a, does not have a vehicle at the moment. (b) I confirm that there is a relationship between absence of a vehicle and incidents of crime. However, absence of a vehicle is one of the many factors that contribute to levels of crime.   • 29 Sep 2010 in National Assembly: Mr. Speaker, Sir, as I have mentioned, the vehicle which his being used by the OCS, Kabati, is serviceable. I used about Kshs700,000 to repair that vehicle and it is in a good working condition. But let me say that we are consulting with the Treasury and not just going to buy a vehicle for the OCPD in Murang’a South. I have said that currently, they are going to share the vehicle which is being used by the OCS, Kabati, until such a time that I find a lasting solution. The lasting solution on this particular matter is to give him a new vehicle. view

Now, when he stood to contribute to this Motion, he is apportioning the blame on the Ministry of State for Provincial Administration and Internal Security and yet he is the one who came up with the idea of grabbing whatever we can in order for us to get the animals which were stolen. If he comes up here and says that we are punishing those who have not stolen the livestock, then I am at a loss. I do not know what to say now. view
