The Report is quite elaborate and factual. I agree with it. I got a chance to hear my colleagues bashing the Government in terms of not moving fast enough to avoid cattle rustling menace.   • 29 Sep 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as I mentioned earlier, it is sad that in the 21st Century we are still practising cattle rustling. This comes about because of proliferation of small arms and light weapons, cultural and traditional practices. It is also because of the revenge and counter revenge attacks, poor infrastructure which hampers rapid response by the security personnel and agencies, limited resources, poverty and high levels of unemployment.
