  • 30 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I will give a copy of the Ministerial Statement to my friend and colleague. When we are talking about security issues, in fact, we have to be very serious, because they involve the loss of lives. I have already dispatched more than 15 police officers to Lodwar Town. I assure the hon. Member that he and I will visit Lodwar Town in order to ensure that we put mechanisms in place to ensure that we wipe out the criminals once and for all. I will also allocate him a new Land Rover to patrol Lodwar Town. ... view
  • 30 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I will give the hon. Member a copy of the Ministerial Statement. If there is anything which he would want to know from the Ministry, I am willing to assist him. I do not have to come and repeat the same Ministerial Statement, which I have already given. In any case--- view
  • 17 Oct 2007 in National Assembly: It is my turn, Mr. Temporary Deputy Chairman, Sir! view
  • 17 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, the Constituencies Development Fund (CDF) Act is very clear. It says that not more than 10 per cent of the amount which is given to a constituency will be disbursed as bursary. Mr. Temporary Deputy Chairman, Sir, what Prof. Ojiambo wants is administrative. view
  • 17 Oct 2007 in National Assembly: If you have, say, as many girls in your constituency, you have to give them! If you have many boys than girls, you have no choice! You have to give those who qualify for the bursary. October 17, 2007 PARLIAMENTARY DEBATES 4579 I beg to oppose this amendment! view
  • 3 Oct 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. I do not want to challenge what the Chair has ruled, but did I hear you say that there are noisemakers? The Chair is the custodian of the Standing Orders and I do not believe that it can go too far to say that hon. Members are noisemakers! view
  • 3 Oct 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, you realise that this is a very important Bill. We want as many hon. Members as possible to contribute to this particular Bill. But, unfortunately, we lack quorum. Would I be in order to request the Chair to order that the Division Bell be rung so that majority of us could concentrate and contribute to this Bill? view
  • 3 Oct 2007 in National Assembly: Is that so? But there is no quorum! How can he reply without a quorum? view
  • 26 Sep 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. This Government is fond of issuing licences for rallies and then, later on, withdrawing them at the last minute. I have a case in point where the ODM Party was given a licence to hold a rally here at Uhuru Park. I understand that they have cancelled the rally now! view
  • 26 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, could the Assistant Minister explain to this House why it was necessary for those policemen to go and kill innocent wananchi four kilometres away from the stadium, where the rally was supposed to be? Can he explain why a policeman left Police Headquarters in Kisumu and went four kilometres away from the site of the rally and killed innocent wananchi? view
