  • 19 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, there is no need of having a police post as a building without the personnel. The Assistant Minister should provide personnel at the police post. We are not asking for buildings, but for the police officers to be stationed at the Rangwe Police Post. Could he confirm or deny that majority of police officers who have overstayed in Homa Bay District are those who are colluding with the thugs within the district? view

  • 19 Jul 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member contributing to this very important Motion to say that the Rodi-Kopany Road has not been tarmacked whereas the President ordered that it be tarmacked with immediate effect? 2224 PARLIAMENTARY DEBATES July 19, 2006 view
  • 19 Jul 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. It is true that we have discussed and debated on this particular Vote. You have also realised that there are a number of complaints that some districts have not benefited from the allocations. I would, therefore, wish to move that we postpone the debate on this particular Vote until those allocations are equitably done. view
  • 19 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, if you look at Standing Order No.21, it will confirm the very reasons which I am putting to the Chair. Mr. Sambu, should not argue with bitterness! view
  • 18 Jul 2006 in National Assembly: On a point of order, Mr. Speaker, Sir. Would I be in order to ask the Minister to give the details on the criteria used in identifying that local company? view
  • 13 Jul 2006 in National Assembly: asked the Minister for Health:- What action she is taking to address the shortage of doctors and nurses in the country. view
  • 13 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, you will agree with me that the answer given by the Assistant Minister is quite misleading. Some time back in 2005, some medics were recruited. After a month or so, the Ministry retrenched those it had purportedly recruited. As we speak, the country is experiencing a shortage of 5,000 nurses and 500 doctors. What is the Assistant Minister going to do to ensure that we have doctors and nurses in the various hospitals and dispensaries in our constituencies? view
  • 13 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in Ndhiwa Constituency, Ndhiwa Sub-District Hospital and Pala Health Centre lack nurses and doctors. What is the Assistant Minister going to do immediately and urgently in order for these two medical institutions to have medical personnel? view
  • 12 Jul 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I would also like to start my contribution on this Motion with the issue of constituencies. Last term, we agreed that a Motion should be brought to this House in order to create more constituencies. To date, nothing has happened. This is a very important Ministry, and if we are not careful, it will not deliver at all. If you look at what appears on the Printed Estimates, in the Recurrent Vote, they have factored in some funds to the tune of kshs240 million and Kshs300 million for each department of the police. ... view
