Mr. Temporary Deputy Speaker, Sir, I had a privilege also to serve as an Assistant Minister in the Ministry of Lands. What hon. Orengo is saying is true; that we have an archaic system of land registry. As long as we have obsolete equipment, we will not go far. It needs complete overhaul. It needs not just computerization but also new equipment for land registry so that if you click a button you will definitely know that this land belongs to hon. Ojode or hon. Ethuro who is the Chair now.

After the agreement, a down payment of 10 per cent was paid, which was totalling to about Kshs3 million. There was a balance of Kshs27 million. What happened is that Terapla which was supposed to buy that particular land formed another company in the name of Chania River Bank Estate. So, Chania River Bank convinced the Chairman of Swani Coffee Estate to allow him to use the title deed to get some money from the bank based on the memorandum of understanding. Mr. Temporary Deputy Speaker, Sir, we have also said that laws should be enacted to tackle issues of evictions and resettlement. The reason why I am agreeing with the recommendations on evictions and resettlement is because it will minimize the issue of lawlessness.

The department does not issue funds directly to police stations, but through their respective Officers Commanding Police Divisions (OCPDs). The disbursement of funds for purchase of fuel and maintenance of motor vehicles for OCPD, Machakos and Kangundo, under which Yatta and Matuu police stations are, were facilitated in the last three years as follows:-

In 2008/2009, Machakos received Kshs3,150,000 for fuel and Kshs800,000 for maintenance making a total of Kshs3,950,000. In 2009/2010, Machakos received Kshs4,250,000 for fuel and Kshs1,370,000 for maintenance, making a total of Kshs5,620,000. In 2010/2011, Kangundo received Kshs1.2 million for fuel and Kshs540,000 for maintenance, making a total of Kshs1,740,000. In 2011/2012, Kangundo received Kshs2.4 million for fuel and Kshs960,000 for maintenance, making a total of Kshs3,360,000. The total amount of money disbursed for fuel during the three years comes to Kshs11 million and Kshs3,670,000 for maintenance. That gives us a total of Kshs14,670,000.
