  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, there is the issue of decentralisation of road maintenance equipment to regions. Once that is completed, any Member will be able to have access to the various types of equipment that will be in these regions. That is the only way that the District Roads Committees (DRCs) and Members can utilise this equipment on a hire basis. On the issue of unfair distribution, I do not agree it is unfair. Just like he is talking of heavy rains in his constituency, there is also unfair distribution of the rain, because some parts did not get enough ... view
  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, we receive proposals from all the District Works Officers in Kenya and we cannot meet all of them. So, we look into each case on its own merit. It is not true that all the proposals from Juja Constituency have not been looked into. I asked the hon. Member to liaise with the District Works Officer because that road falls under the DRC. The DRC, of which he is a member, should meet and decide on what should be done on that road. After that, he should forward the proposal to the Ministry so that we ... view
  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, there is no issue of unfair distribution because we do not yet have the funds. Until the funds are available and we have disbursed it to certain areas, then you can say it is unfair. On the issue of decentralisation of the equipment, it is taking a bit longer. The hon. Member for Langata knows this best because he is the one who started the issue of the equipment and he knows it was not going to take a month or two. He knows exactly what I am talking about when I say there is a ... view

  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, could the hon. Member, first of all, tell us what they have done with that money? Could he also tell us the remaining amount so that we can see what to do? view
  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, I said yesterday that the money that we allocated to the 2.5-kilometre road in his constituency was not enough. We re-allocate money depending on the proposals received from the District Works Officers and DRCs. That is why I told the hon. Member yesterday that we are committed to allocating enough money to construct the 2.5 kilometres in the next financial year. That is a priority and we have already made that commitment. view
  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, a verse in the Bible says that, but that is not what we are practising. If we have, for example, allocated money and we know the work will cost Kshs5 million, and the allocation is only Kshs1 million, there is no need of putting that Kshs1 million in that project because we might not achieve much. We might allocate that Kshs1 million to another project that will be completed using that Kshs1 million. view
  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, that is why I said we require a work plan so that we know the amount of money to give. At this moment, I cannot promise to give Kshs1 million, Kshs2 million or Kshs3 million because I do not know what the work plan from the District Roads Engineer will look like. If we get a proposal, we will be able to see what we can do and what we cannot do. view
  • 17 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) The tarmacking of the two-and-half kilometre Nunguni-Kikoko Road section was not budgeted for during the current financial year. However, the road will be considered for tarmacking during the 2007/2008 Financial Year. (b) Due to budgetary constraints, no money has been allocated for the tarmacking of Nunguni-Kikoko Road this financial year. view
  • 17 Oct 2006 in National Assembly: Mr. Deputy Speaker, it is true we put it in the Budget in the last financial year. But after the design was done, it was found out that the money was not enough to do the construction of the two-and-half kilometres. That is why we decided to have a proper allocation to enable that section to be reconstructed to the required standards. view
