This road was conceived and hurriedly authorised by the then Minister for Roads and Public Works, hon. W. Morogo, without following the proper design procedures and the contractor was deployed to go on the ground. This is why everything went wrong. For example, in the Statute Law (Miscellaneous Amendments) Bill, we want to amend the Kenya Roads Board Act so that the 16 per cent component of the Kenya Roads Board Fuel Levy (KRBFL) goes into the CDF kitty. The other policy issue that has been agreed on is that we need to create three road authorities with the approval of Parliament.   • 7 Jun 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to correct the hon. Member. The contract sum for this road is Kshs230 million. So far, only Kshs160 million has been paid. So, there is still a balance of about Kshs70 million that is supposed to be used by the contractor to cut through the hilly side, the 600 metres left and also improve some other sections of the road. view

(a) Yes, I am aware that Njumbi-Gatunguru-Mioro Road serves Nyayo Tea Zones, Gatunguru Tea Factory and links important trading centres which include the Mathioya Divisional Headquarters. (b) Due to budgetary constraints, my Ministry has no immediate plans to upgrade the road to bitumen standard. However, the road will be improved to gravel standard under the French funded Roads 2000 Programme, which commences in the Financial Year 2006/2007. During the Roads Sector Stakeholders meeting held in July, 2005, the road was ranked number four in Murang'a District priority list. view
  • 6 Jun 2006 in National Assembly: Mr. Speaker, Sir, the Ministry uses the roads priority lists from the districts. In Murang'a District, this road was ranked as priority number four for gravelling. So, if we were to consider bitumenising these roads, we would have given priority to the roads that were listed as priority number one, two and three first. view

At the moment, priority has been given to the on-going works, some of which were started even before this Government took over power. We cannot give priority to other roads until we are sure that funds are available to upgrade them to bitumen standards. view
  • 6 Jun 2006 in National Assembly: Mr. Speaker, Sir, I totally agree with hon. Member. The policy of the Ministry is to pay greater attention to the roads that serve high output agricultural areas. That will be reflected as soon as we get more funding. The hon.   • 31 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) Yes, I am aware that the Busia Airstrip falls under Teso District. (b) In the year 2004/2005 Kshs3.5 million was sent to Busia District for the repair and maintenance of the airstrip. The airstrip is one kilometre from Busia District headquarters and within Busia Municipal Council. It is 25 kilometres away from Teso District headquarters. This was meant to reduce administrative and supervisory costs by the Ministry. (c) There is no rehabilitation work going on at the moment. Out of the Kshs3.5 million, Kshs360,000 was used for bush-clearing; Kshs415,000 was used for grading the runaway; Kshs50,130 was used for pothole patching on the runaway; Kshs2 million was used for fencing the 1026 PARLIAMENTARY DEBATES May 31, 2006 airstrip; Kshs81,355 was used for the construction of a sentry house and a pit latrine; and the balance of Kshs593,505 was used to buy fuel and pay casual workers and watchmen. It was also used to grade the approach way to the airstrip. view
