  • 31 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, could he repeat the question, please? view
  • 31 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, during the last financial year, it is only Kshs25 million that was allocated for the maintenance of airstrips countrywide. However, this time round, the Ministry is assessing all the airstrips in conjunction with the Kenya Airports Authority to determine how much is needed to take care of the airstrips. We are also recommending that we have a gradual programme of putting bitumen on the airstrips so that they can last longer and be safer than they are currently. view
  • 31 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Ministry is specifically mandated to maintain the airstrips where the landing takes place. Anything surrounding airstrips and which pertains to the safe landing of aircraft falls under the Kenya Airports Authority (KAA) which is under the Ministry of Transport. So, our role is basically to make sure that the airstrips are in good condition for landing and take-off of aircrafts. With regard to ensuring safety around areas surrounding the airstrips, that falls within the Ministry of Transport. view
  • 31 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, I dispute that there was an eating arrangement between the Ministry's headquarters and the Ministry's officers in Busia. However, if there is any shoddy work that was done, it is better that the matter be brought to our attention. As far as I am concerned the work that was done in 2004/2005 cannot be in the same state because of tear and wear. I am prepared to look into the issue of the fence to determine whether or not it was done in a shoddy manner. However, the fact is that we used Kshs2 million to ... view

  • 31 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to oppose this Motion. I think what the previous contributor and the Minister for Justice and Constitutional Affairs have said is very clear. This Motion, although well- intentioned, is misplaced. Let us address the problem from where it is. As hon. Sambu has said, the problem of prosecution of corruption cases is not in this House. The problem lies with the Attorney-General. The Attorney-General has failed to prosecute corruption cases. The courts also have been misused by those who are corrupt, by filing constitutional issues. Instead of the cases taking a few months ... view
  • 31 May 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for hon. G.G. Kariuki to say that the money fell from Heaven? That is insulting language! view
  • 31 May 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I rise to support the amendment because the word "incest" as described even in the dictionary means sex between close relatives. Now, adopted children, that is, a brother and sister cannot qualify in the real sense to commit incest if at all they come from diverse races as was described by hon. Dr. Khalwale. I, therefore, support the amendment. view
  • 4 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that Ouko Bridge across Kibos/Nyamasaria River and the Gita Bridge across Awach River along the Gita-Obwolo-Mamboleo Road within Kisumu Town East Constituency were about to be washed away due to massive erosion. (b) To prevent the imminent disaster, my Ministry has taken the following measures: (i) During the month of April, 2006, the Ministry carried out protection works on the approaches to the Ouko Bridge across the Kibos/Nyamasaria River at a total cost of Kshs912,000. The works were completed and the bridge is now safe. May 4, 2006 ... view
  • 4 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, as you are aware, this Question came to us by Private Notice and we have given it the urgency that it deserves. Also, the issue of money being returned to Treasury does not arise because the Kshs6 million that we intend to release is under the Item titled "Emergency" under the Fuel Maintenance Levy. We will make sure that this work is done before the end of June, this year. view
