Mr. Speaker, Sir, if hon. Ojode brings a Question with regard to Rodi Kopany- Karungu Bay Road, then we shall answer it substantively. The design that was used over 10 years ago cannot be used now. I wish to request the hon. 894

3 May 2006 in National Assembly:
Mr. Speaker, Sir there is no diversion. That is an entirely different road which goes towards the Aberdares. The road, D327, is entirely a different one. As I said before---

3 May 2006 in National Assembly:
Mr. Speaker, Sir, I come from Murang'a South and he comes from Murang'a North. However, I do not agree that we are cooking anything in the Ministry. It is not possible to cook a road. I understand what hon. Kamotho is saying, and I know why he is so jittery about it. The plans to construct the road were started about 15 years ago when he was a powerful Minister in the KANU Government. The road has not been constructed yet. However, as I said before, the Ministry looks at priorities of the roads in terms of the areas they ...

3 May 2006 in National Assembly:
Mr. Deputy Speaker, Sir, I beg to reply. My Ministry has taken all the necessary steps to improve the condition of Bura Airstrip. In the 2004/2005 Financial Year, a sum of Kshs500,000 was issued for the repair and maintenance of the airstrip. The funds were issued for bush-clearing, spot-patching of the runway, improvement of the access road to the airstrip and procurement and installation of a windsock. In the next Financial Year 2006/2007, a sum of Kshs500,000 will be allocated for the general maintenance of the airstrip to keep it in good condition.

3 May 2006 in National Assembly:
Mr. Deputy Speaker, Sir, we will give this consideration once we have had communication with the Kenya Airports Authority (KAA) on the upgrading of the airstrip. Airstrips do not have the same capacity and importance. If the KAA agrees that it needs upgrading then we will put more money for maintenance because once it is upgraded more planes will be landing there as opposed to what is happening now. It will require a proper runway and more money to be injected.

2 May 2006 in National Assembly:
Mr. Speaker, Sir, some of us were ready to complain. We were just waiting until you come to the end. The hon. Member whose Question I was supposed to answer is not here. But even when a single Minister is not here, the other side always says that Ministers are not serious. So, today, the Back Bench today seems not to be serious!

27 Apr 2006 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. You have issued a Communication from the Chair regarding the lady Members of Parliament who walked out in protest. However, I wish to seek your guidance with April 27, 2006 PARLIAMENTARY DEBATES 777 regard to the behaviour of the members of the public seated in the public gallery. Yesterday, when the lady Members of Parliament walked out, all the ladies in the galleries also walked out in protest. Mr. Deputy Speaker, Sir, you cannot see from where you are seated, but we saw what happened. So, the question is this: Are ...

26 Apr 2006 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I rise to support this very important Motion. However, the perception created that the Government has not been doing a lot about the transport sector is not correct. In his response, the Minister for Transport will talk about the steps that have been taken by way of furthering the transport sector through the relevant integrated national transport policy, which is an Inter-Ministerial Committee that is working for the furtherance of this policy. Mr. Temporary Deputy Speaker, Sir, I will speak on the road sector because it forms one of the major transportation programmes in this ...

25 Apr 2006 in National Assembly:
Mr. Speaker, Sir, I beg to reply. (a) I am not aware that the construction of Road C19, between Katito and Kendu Bay, that was commissioned by His Excellency the President in the year 2005, has stalled. (b) I am not aware that the road has a design that cannot sustain 40-tonne lorries. (c) Despite the fact that the contractor delayed in mobilizing the works, the rate of progress is currently satisfactory and I expect the project to be completed as scheduled. Since the road has been designed to carry legal axle load limits, it will not be necessary to ...
