Joyce Akai Emanikor

Joyce was born in abject poverty. In 2012, she suspended her PhD studies to concentrate. In 1985-1996 she participated in the translation of the bible to Turkana language. Previously, Joyce worked with the United Nations Children and Oxfam Kenya and was actively involved with the community. She puts education empowerment on top of her list in her quest to transform Turkana County. She also believes that without security, there cannot be any development and therefore has been very vocal on issues of security in her parliamentary debates.

I rise to support the Bill and the establishment of the Scrap Metal Council for many reasons. The issue of vandalism and theft of utility infrastructure is common and affects all of us and as such, this Bill is very important. The Bill criminalizes destruction and removal of scrap metal from government infrastructure; the roads, pipelines, telecommunication, energy equipment and others. This Bill devices mechanism of dispensing excess scrap metal from dealers and I hope in the same spirit, mechanisms will be devised of getting rid of scrap metal that has littered our towns and urban areas and have become a big nuisance. Finally, this Bill regulates the industry; it tames unscrupulous traders, through the licensing regime and penalties. Speaker, I request the Chairman to make the following clarifications: First, why a whole constituency, Turkana South, which is about 15,000 square kilometers with over 135,000 persons can have only one police station. Let him explain why the hotspots like Kakong’u and Kaputir do not have a police station given the fact that Turkana County loses an average of 60 people per month translating into 720 every year to raids from our neighbours. view
  • 4 Jun 2014 in National Assembly: Hon. Deputy Speaker, I am surprised that the Chairman’s narration is a list of injuries sustained by police officers. He has not actually addressed the question. I asked why the police used live bullets on unarmed youths, and what action has been taken against the police officer who shot dead one of the youths and injured another. Those questions have not been answered. The only question that the Chairman has answered is the fact that the Government is not compensating the costs that I have highlighted.
