Speaker, Sir, I rise to support this Motion and say that as you said earlier in your intervention, it is obvious that the primary role of any Parliament including the Kenya Parliament, which consists of both the Senate and the National Assembly, is to enact legislation. Another reason that has been cited here is that the ICC only targets African leaders. The ICC is least known outside Africa. It is a neo-colonialism institution that peddles the western agenda.   • 6 Aug 2013 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. Even though I fully support the Procedural Motion, I just need clarity. If you look at the Order Paper, and specifically the numbering of the Motions, Order No.14 is repeated; I am sure the Leader of Majority Party was referring to the last one which should be Order No.16. So, just for record purposes, I think the Microfinance (Amendment) Bill should be Order No.16 and not Order No.14. view

Gichigi that for two reasons, let him not move that amendment because if it gets defeated, then it will have to wait for more than six months to be discussed again.
