  • 30 Jul 2013 in National Assembly: However, I want to say that this Motion came up last week and in the last House Business Committee, as hon. Wamunyinyi has said, it was agreed that this is more of a Procedural Motion and it should be approached from a bipartisan point of view. I think we were tasked as the leadership of the House to whip all our Members to come and support this Motion. So, we have been doing that. Even text messages have been sent to all Members from both sides of the House. Text messages have been sent even three times a day. To ... view
  • 30 Jul 2013 in National Assembly: Hon. Speaker, Sir, you can see that I have changed my position for the last one month. I have donated my normal position to hon. Benjamin Langat. I am sitting here because I am trying to talk to hon. Members to remain in the House so that the business of the House can go on. Hon. Speaker, we have taken a physical count on both sides of the House and we are falling short of the 233 Members. The highest count we have achieved so far is 190 Members. However, I want to say two things. Firstly, the reason for ... view
  • 30 Jul 2013 in National Assembly: Hon. Speaker, I can hear some hon. Members saying that they are ready to go, but I am sure that they are not. It is very unfortunate that one of us lost his parliamentary seat today, following an appeal at the High Court. I would not want to see view
  • 30 Jul 2013 in National Assembly: Hon. Speaker, hon. Members are saying that they are here, but we are not getting the requisite figure of 233 Members. view
  • 30 Jul 2013 in National Assembly: Hon. Speaker, if we have the numbers, I would urge that you put the Question, so that we can finalise this debate. With those remarks, I beg to support. view
  • 23 Jul 2013 in National Assembly: Hon. Deputy Speaker, I second this Procedural Motion. First of all, you have dealt with the issue of being constitutional or not very well. The Standing Order No.47(3)(b), as cited by hon. Wandayi, clearly states that unless the Bill is expressly going to amend either the Constitution or an Act of Parliament. The proposed Bill is going to amend an Act of Parliament. So, I see nothing wrong or out of order in placing the Bill on the Order Paper. So, the Mover of the Procedural Motion has given all the reasons why we need to shorten the publication period ... view
  • 23 Jul 2013 in National Assembly: Most importantly without debating the contents of the Bill and without anticipating the much talked about recess, which is in public domain because for the first time, this House gazettes its calendar. It is in public domain that from 2nd August to 2nd September, this House is supposed to be on recess. So, Members are talking about the recess and not risking violating our Standing Orders which provide that we should not anticipate debate because it is already known in the calendar that 2nd of August, which will be Thursday next week, this House is supposed to be on recess ... view
  • 27 Jun 2013 in National Assembly: Hon. Speaker, Sir, I second. view
  • 26 Jun 2013 in National Assembly: Thank you, hon. Speaker. I rise to support this debate. view
  • 26 Jun 2013 in National Assembly: I will start by saying that the Budget for the 2013/2014 Financial Year is hinged on a progressive approach to invigorate inclusive growth and move the country to the next level of prosperity. This will be achieved if we implement some of the measures that I highlighted in my contribution to debate on the Budget. I would like to specifically go to the Development Expenditure, starting with Vote D02. This is about security. If we are to move this country to the next level, one particular area we must be keen on is security. I am happy to see that ... view
