  • 21 Nov 2012 in National Assembly: Mr. Speaker, Sir, I will start from hon. Ogindo. I want to put the record straight that there was no military intervention in Tana River. It was not also invited in what happened in Garissa. That is very clear. Mr. Speaker, Sir, the clarification sought by hon. Munyaka and hon. Mututho is the same. It is an issue of using technology. I would agree fully with them that with technology a job that is manually done by 600 officers can be done by a group of not more than ten officers. This just calls for resources and you will need ... view
  • 21 Nov 2012 in National Assembly: Mr. Speaker, Sir, what I meant by saying I do not entertain cattle rustling is that I mean serious business in looking for ways to end cattle rustling in Kenya. Mr. Speaker, Sir, the issue of motor vehicles, let me inform this House that the police require 4000 motor vehicles as per the Ransley Report. But what is provided for in a financial year is only 200 motor vehicles. We have in these country 290 districts. We have 180 OCPDs. Now, every district--- Take for instance the District Security Committee that comprises of not less than five officers, a District ... view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am satisfied that these strategies put in place will mitigate the hostilities in these areas. I am very sure that they will minimize these recurrent hostilities. This is the general policy for the whole country. Some of the hot spots are the ones the hon. Member has indicated, that is the Pokot/Turkana conflict. It is in the public knowledge what is happening in Tana Delta which is another hot spot. The first Question this afternoon in this House was about those hostilities arising from disputes on boundaries. So, this is prevalent all over the ... view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker Sir, my colleague had told me the same this afternoon and I will be visiting Tana Delta on Monday. In fact, I had talked to him and invited him and other hon. Members from areas bordering Tana Delta to join us in that mission of bringing peace to the entire region. That will be sorted out. view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I fully agree with my colleague that one of the challenges of the National Police Service is lack of vehicles from transport. In its own wisdom, this House allocated my Ministry some funds--- view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my first point was that we are going to enhance the security presence through the establishment of more police stations and police divisions. These are not meant to be temporary, but permanent. view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Questioner has asked for general strategies. As we move to specific areas, there are going to be specific solutions for each of them. So, the answer I am giving is a general statement for all the hotspot areas in the country. You may find that strategy number one is not applicable in Pokot, but it is applicable in, say, Tana Delta District. So, these are just guidelines. As we move to specific areas, we will get specific solutions for those areas. In bullet four of my answer, I said that we are going to ... view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, that is a very good question. Without proper facilitation, all these strategies cannot work. So, we will make all efforts, as a Ministry, to ensure that there is proper facilitation for the implementation of these strategies. If need be, we will come to this House to ask for more funds to ensure that there is proper facilitation for these strategies to be implemented. view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I fully agree with the fast- tracking of police reforms. I really elaborated on that yesterday when I was taking the office. I concur with my colleague and I really appeal for the support of this House for that to be achieved. On the issue of strategies not working, it is that everyone--- view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, on the issue of strategies not working, everybody will agree that at face value those are very good strategies. What matters mostly is the methodology used to implement them. Maybe, that is what we want to review and ensure that they are working. On what hon. Olago has said, I agree with him. view
