This is a very contentious issue because a constitution should, first of all, devolve resources to the grassroots or devolved units. A constitution should devolve those resources in a very equitable manner. I want to talk with respect to Chapter Five of the proposed Constitution, which is on land and environment. Again, this contradicts Chapter Four, which is on the Bill of Rights that gives citizens the right to access resources. I am, therefore, particularly concerned on the Chapter on land and environment.   • 9 Dec 2009 in National Assembly: It is also good to have a regulatory framework, so that we stop those who prescribe from being harassed by the authorities, especially the Chiefs and the Assistant Chiefs. So, there is need to control, regulate and monitor this practice. It is also good to check on the hygiene standards.
