First, I support the Motion. This is the right place to channel the Economic Stimulus Package. We should stimulate the agricultural sector, and as he has rightly pointed out, this is an agricultural economy. We are talking of devolving resources and one of the main resources is land. We are kindly asking that the Draft Constitution be amended to recognize that land be taken as a resource and given to communities in those areas to manage on their behalf and actually, use it to benefit those areas.   • 24 Mar 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to also contribute to this historic Motion on Constitution-making. From the onset, I support the Motion before this House. However, I would like to make some observations. A Constitution is normally supposed to prescribe the principles of governance. The proposed Constitution has 208 pages. I think it could have been made better if it had, at least, 50 pages. This document is too big.
