  • 21 Jan 2009 in National Assembly: In that proposed piece of legislation, we should include a provision for direct election of mayors, chairmen of county councils and chairmen of other committees. This should be done directly by the people to avoid the ugly scenarios that we always witness during the elections. view
  • 21 Jan 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would also wish to urge the Ministry that they take into account the dynamics that have taken place in our society which are: the growth of our population, our increased needs which called for the need to take services closer to wananchi through the creation of new districts. It is also high time that the Office of the Deputy Prime Minister and Ministry of Local Government went ahead to create new local authorities that are viable based on the creation of those new districts. Some of them may not be viable and there may ... view
  • 21 Jan 2009 in National Assembly: I have an example of game reserves and national parks in some areas. Those are the resources; there is tea, coffee and maize in other areas, whereby the only agriculturally viable activity could be that. It is good that we put the national and game parks under the local authorities. view

  • 3 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, thank you very much for giving me the opportunity to contribute in full support of this Motion. First, let me thank the Mover of this Motion, hon. Lekuton, the Member for Laisamis, for bringing this Motion whose time has come. Madam Temporary Deputy Speaker, I will specifically talk about three issues on the Motion; that is training, licensing and regulation of the practice of animal technicians and surveillance and control of emerging diseases. As clearly stated in the Motion, the importance of the livestock sub-sector cannot be ignored in this country. As it is said, it ... view
  • 12 Nov 2008 in National Assembly: Thank you so much, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute in support of this Motion. Mr. Temporary Deputy Speaker, Sir, environment is one of the natural resources given by God. We ought to protect it at all costs. I want to support this Motion that calls for measures to protect the environment. Mr. Temporary Deputy Speaker, Sir, one of the main problems is co-ordination. Kenya is a signatory to very many international conventions that aim to protect the environment. However, the problem has been to co-ordinate the policies under one umbrella to enable us ... view
  • 5 Nov 2008 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to support this very important Motion. 3288 PARLIAMENTARY DEBATES November 5, 2008 First of all, I would like to take this opportunity to congratulate the Mover of this Motion, my good friend, Mr. Ethuro. I think this Motion should have been brought to this House yesterday. I would like to urge him to fast-track the preparation of the Bill once this House passes this Motion. It should not be like last time. I think this is the third time that this Motion is being brought to this House. ... view
  • 22 Oct 2008 in National Assembly: Thank you, Mr. Speaker, Sir, for giving this opportunity to contribute in support of Vote 06, Ministry of State for Planning, National Development and Vision 2030. This Ministry, as it has clearly put it in 2934 PARLIAMENTARY DEBATES October 22, 2008 its mission, is a very important Ministry. It has stated that its mission is to lead in policy formulation, co-ordination and implementation. I do believe it is for the purpose of resource mobilisation and allocation. Again, Mr. Speaker, Sir, if you look at the Ministry's mandate, it has clearly defined its mandate as:- "To facilitate and co-ordinate national development ... view
  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I thank you for giving me an opportunity to contribute to this very important Motion on the Vote of the Office of the Deputy Prime Minister and Ministry of Local Government. On the onset, I want to support this Motion. This is a very important Ministry. It is really the Ministry on the grassroots level. It needs to be given all the support that it deserves, for proper functioning, efficiency and effectiveness in service delivery to wananchi. However, I have a few issues I would like the Deputy Prime Minister and Minister for Local Government to ... view
  • 8 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the chance to support this very important Motion. Let me join my colleagues who have spoken earlier in confirming that this Ministry has really done a lot in the last six years. It has really tried its best to accelerate the levels of education in our country; from primary to secondary. But there are still some challenges that need to be addressed. First, there is issue of Early Childhood Education. When the Minister was moving this Motion yesterday, he talked about an increased budget - almost five-fold - and even ... view
