That was for the purpose of providing the necessary legal framework to govern its operation. That was when the initial facilitation that opened up linkages for supply chains was started. However, it was not until 1st February, 2007 that the first tranche was released when His Excellency the President officially launched the Fund.   • 1 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, the money that is going through the financial intermediaries has some conditions that are set by the Ministry and one of them is that the youth groups or individuals--- Those funds with the financial intermediaries can be accessed by individuals as well as groups. Some of the conditions that we agreed upon with the financial intermediaries are, first, not to ask for collateral and secondly, not to charge interest rates more than 8 per cent. The question is whether it is the youth groups that are going to benefit from the interest accrued or the financial intermediaries. Our concern is to speed up access to this Fund by the youth groups so that more money can be off-loaded from the accounts of the financial intermediaries. view

So long as you are a young person, aged between 18 years and 35 years and you are a Kenyan, you are eligible to access this Fund whether individually or as an organized group. We have designed application forms and proposal formats that are available to the youth countrywide through divisional youth officers and social services. I was talking about the new face we are now seeing in our public health facilities in terms of cleanliness and refurbishment of the buildings. This is something we will urge the Ministry to continue doing.
