That is a fact. There was that pledge that all constituencies would become districts. I was talking about the livestock sector. Every time a sector goes down, the Government chips in to revive it. Members of the House Business Committee that this Tenth Parliament is unique in the sense that there may not be an Opposition. I would like to thank Prof. Mango, for moving this Motion. Last year, this House passed a similar Motion on orphans and vulnerable children, with regard to the provision of free secondary education.   • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, there is need to implement Motions that are brought in this House, like the one I brought last year urging the Government to order schools to release certificates to secondary school leavers. We should put such a Motion in a legal framework. That will compel the Government to offer those poor orphans clothing, shelter, medical facilities and basic human rights. First, I want to congratulate the Mover, Mr. Angwenyi, for bringing a very well thought- out-Motion. We have free primary education in our country. But a very big segment of our August 22, 2007 PARLIAMENTARY DEBATES 3345 population is not able to access that free education. This is the only permanent source of water in my constituency from which the Noolturesh pipeline diverted water, causing a lot of water shortage in that constituency. I would like to tell the Ministry that what was done at the source in 1990 was planned for a population which is now ten times more than what it was at that time. (a) The Ministry reserved Kshs210 million to the constituencies of which Kshs118 million has been disbursed to finance 2,902 enterprises of youth groups. The amount set aside for disbursement through financial intermediaries was Kshs690 million; of which, as at 31st July, 2007, a sum of Kshs423.5 million has been released to finance 10,937 youth businesses. (b) South Mugirango Constituency received Kshs1 million and we have financed 21 youth groups. Bomachoge received Kshs1 million and we financed 20 youth groups.
