Our country is going through a very serious security situation that needs undivided attention. This is the kind of attention that cannot be provided when we put ourselves in partisan groups and think in partisan ways. We need to think as a nation. We need to put our heads together, make decisions that will bring security to our country and make our enemies fear even to think of attacking our country. It is very shameful to hear that people who are working within the precincts of this House are suspects or are involved in activities of the Al Shabaab . ...

The President made his Annual Speech in this House. I would like to congratulate him for the firm stand that he took to eradicate corruption. We will support him in whatever we do to eradicate corruption from this House. Members have been talking about the President turning back on his journey. When I was a child, I heard that his father would turn back on a journey, if a squirrel crossed the road ahead. Maybe, even this time round, a squirrel crossed the road and the President had to turn back. It is not a big issue. The President has ...

Hon. Temporary Deputy Speaker, when I was a child, word was going round that if the former President Mzee Jomo Kenyatta was going on a journey and a squirrel crossed the road, he turned back. That is what we were told. When I was a child, Mzee Jomo Kenyatta used to move from Gatundu, Nakuru and other places and we used to cheer him as he was moving around. The story that went round then is that if a squirrel ever crossed his path on his journey, he would turn back. Nobody explained to us why he would do that, ...

Thank you, hon. Temporary Deputy Chairman. When we make this procurement law, it covers both the national Government and the county governments. There are no separate rules for the national Government and county governments. If it is a procurement rule and it requires “a”, “b”, “c”, “d” to be done before any procurement is done, that applies to the county governments and the national Government. It is for all public procurements. We do not even have to make that amendment because it is already taken care of. This law will govern both the national Government and the county governments. Even ...

Hon. Temporary Deputy Chairman, I do not want to oppose. I support it. It is a very important move. Our contractors have been forced to be beggars. People come from outside the country, get lucrative contracts from our Government, they subcontract the same contracts to our contractors and pay them peanuts. We must protect our contractors. We must protect indigenous Kenyans. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

Secondly, there is the 30 per cent of our contracts that we have secured for our youth, women and people with disabilities. We need to divide this further because our people with disabilities are not able to move as fast as our women or our youth. They are disadvantaged in that way. Eventually, you find that the 30 per cent that has been reserved for the three groups ends up being done by two groups. We need to divide it further, so that each of the three groups gets its own section of the percentage. Our persons with disabilities, may ...

Hon. Deputy Speaker, my very able Chair is eating into my time and he could be a little bit poor in mathematics. There is something called ratio and he should use it. Very many Bills have been passed by this House. Many hours have been spent on the Floor of this House, in Committee Rooms and seminars in trying to make laws that will govern and lead this country to greater prosperity. I must congratulate and commend the Members. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained ...
