This is the time devolution is taking shape in our country and it is part of the implementation of the new Constitution which we fought so hard to pass. I disagree with my colleagues who do not support the Motion. I do not see it as a threat to the standards of education as alleged. It is high time that Kenya was ranked as one of the most developed countries in the world. You cannot purport to be developed if your infrastructure is wanting. We have been bragging about the Thika Super Highway but this is not even a dot of what is expected of Kenya.
